1.1   The Puget Sound Clean Air Agency is the authorty under the Clean Air Act to approve/permit new stationary air emission sources/air pollution control equipment.    Puget Sound Clean Air Agency 
Article 6:  New Source Review
1.4 Add the following if the project requires a Notice of Contruction or Registration.  The list of activities requiring a Notice of Construction/Order of Approval, as well as the types of sources that are exempt, are detailed in Regulation I, Section 6.03 (PDF). The most common activities at JBLM that require permitting are abrasive blasting (blast booth),  painting and coating (paint booths), MOGAS fueling, engine testing, thermal cutting, wood working (dust collectors), fire training, and non-emergency generators.  The permit requires an emissions estimate, the results for which may require additional review and analysis.   A Notice of Construction (NOC) or Notification obtained through the Puget Sound Clean Air Agency, is required of any new or modified air pollution source prior to construction or making modifications (including equipment, process, or design changes) that affect the level of air contaminants emitted at JBLM.  The contractor is required to complete all requirements for the Notice of Construction application to include the emission estimates and subsequent analysis, modeling and testing.  Emissions estimates must be approvide by JBLM prior to submission.   Design or equipment revisions will be submitted to PSCAA in a timely manner.  If a NOC/Notification is required the KOR or COR will ensure all conditions of the issued NOC are met.  If the emission source is determined to be exempt the contractor will prepare records documenting the exemption and provide the document as a submittal.   For sources requiring a NOC,  the Notice of Completion will be filed with PSCAA within 30-days of project completion and the Order of Approval will be provided to the government within 7-days of receipt.

Add if the NOC Conditions require testing. This can include testing required by a regulation or executive order cited in the NOC.  Test reports required under the Notice of Construction
3.3 Operation and performance must comply with the conditions of the Notice of Construction.   The contractor will design, construct and install the emission source in accordance with PSCAA Regulations and the conditions in the Notice of Construction. Modifications must be approved by PSCAA.  
3.5.1 Add the following statement if the Notice of Construction requires testing of the emission source.   Upon completion and prior to acceptance of the project, the contractor will test the air pollution control equipment in accordance with PSCAA Regulations and the conditions in the Notice of Construction using independent testing organization.
