1.3 SUBMITTALS Add "SD-01 Preconstruction Submittals" and under it include a category for, create a category for "Refrigerants" and add the following: Submit a list of proposed refrigerants and the Safety Data Sheet for each per Paragraph 3.8 in Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS.
1.3 SUBMITTALS Under SD-01, add a category for "Energy Star- or FEMP-Eligible Materials" (as applicable: http://energy.gov/eere/femp/find-product-categories-covered-efficiency-programs) and include the following: Submit documentation demonstrating that items are Energy Star or FEMP qualified, per Section[01 33 29 SUSTAINABILITY REPORTING][01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS].
1.3 SUBMITTALS Under SD-01, add submittal requirements to verify all applicable low emission requirements in ASHRAE Standard 189.1, section 8.4.2 or 8.5.2. See also UFC 1-200-02.   
1.3 SUBMITTALS Under SD-01 add category "Memorandum of Agreement - Tenant owned HVAC Equipment" and include the following: A signed MOA between DPW and the Tenant is required for all projects involving installation of new HVAC systems to support personal property equipment and/or mission specific purposes prior to execution (DA PAM 420-11 para 3-2.b.(5)). Such projects/portion of projects will be customer funded.
1.4.3 OZONE DEPLETING SUBSTANCES USED AS REFRIGERANTS Change section title to "Ozone Depleting and Greenhouse Gas Refrigerants" and make the following changes: Change the first sentence in the fifth paragraph to read: "In addition, provide two copies of all applicable certifications to the
Contracting Officer at least 14 calendar days prior to initiating maintenance, repair, servicing, dismantling or disposal of appliances, including:" Also, add the following at the end of 1.4.3: "One copy of all certificates will be forwarded by the contracting official to the JBLM Pollution Prevention Program (Bldg 1210) for actions on JBLM or to the JBLM-YTC Environmental Division for actions on JBLM-YTC."
 
Add the following: " All ozone depleting substances are restricted on JBLM.  Any use of such substances on JBLM requires submission of an exemption request form and prior written approval from the JBLM Pollution Prevention Program for actions on JBLM Lewis-Main, Lewis-North, McChord Field, or supported external facilities; or from JBLM-YTC Environmental Compliance for actions on JBLM-YTC.  The exemption form can be obtained at ./doc_files/0226%20Restricted%20Chemical%20Exemption%20Request.pdf.  In addition, any use of a class I ozone depleting substance requires Army Acquisition Executive approval and will be coordinated through the JBLM Air Program via the Contracting Officer or their representative.

PART 2 PRODUCTS Add the following: Copies of the Safety Data Sheets(SDS) for all hazardous materials shall be submitted in accordance with Paragraph 3.8 in Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS.  If used, applied, or stored on Joint Base Lewis-McChord, hazardous materials must be on the contractor's Authorized Use List as issued by the Pollution Prevention Program.
2.1 STANDARD PRODUCTS Replace last sentence with the following. For any Energy Star or Federal Energy Management Program (FEMP)-eligible item, ensure products supplied are Energy Star labeled or FEMP compliant per Section [01 33 29 SUSTAINABILITY REPORTING][01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS].  Ensure the following products also meet any additional energy efficiency requirements as outlined in this section.
PART 2 PRODUCTS Add new section "2.1.1 OZONE DEPLETING SUBSTANCES FOR REFRIGERANTS" and add the following text. Use only EPA Significant New Alternatives Policy (SNAP) Program-approved refrigerant alternatives when feasible.  Do not use any refrigerants with an ozone depleting potential (ODP)greater than 0.
2.12.10.5 Duct Liner Change Note. Change note to read "NOTE:  Duct Liner shall not be used on JBLM."
2.13.3 AIR FILTERS Make change in note section Filters: 2" thick, 30% efficient, pleated throw-away type are standard filters. Use other types only for unique situations. 
2.13.3.11 FILTER GAUGES Add to the end of the paragraph Provide filter gauges on filter banks. See JBLM DDC specification for requirement for separate device indicating pressure drop to control system.
2.16.1 Rotary Wheel Change note to the following: NOTE: Rotary wheel energy recovery systems shall not be used on JBLM. JBLM prefers fixed plate heat exchanger as they require less maintenance and rotary wheels are difficult to repair/replace once failed.

Notes to Designers on Drawing Content
  1. Zoning: A separate VAV box (or similar zoning device) is not necessary for every single office. Use zoning similar to as found in standard private sector commercial offices when designing office areas.
  2. Accessibility: Unit must be located so as to be accessible for maintenance. Units, coils, VAV boxes, and similar items shall not be located more than 12 feet above the floor unless a catwalk, mezzanine or similar platform is provided at the units to allow for proper maintenance. Accessible means an average middle aged maintenance technician can readily access the unit without special equipment (personnel lift, fall protection, extended height ladder) or extreme effort like removing a section of ceiling grid, having to low crawl under obstacles, having to climb over obstacles, maintenance points on the unit are within reach of and visible from the access point or location. 
  3. Removal: Allow adequate room for removal of equipment without removing portions of the building. Allow room for coil pull.
