Changes or Criteria Notes to Unified Facilities Guide Specifications (UFGS)
Paragraph # and Title (if any) Note to Designer Change Text
1.2 SUBMITTALS If 01 33 29 is not incorporated in the specifications, change reference to 01 33 29 in this section to instead say 01 57 19.01 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS and ensure the additional sustainable acquisition language is included within that section.
1.2 SUBMITTALS In terms of federal sustainable acquisition requirements, composite panels fall under the biobased content requirement in the Farm Security and Rural Investment Act rather than the recycled content requirement under the Resource Conservation and Recovery Act. Thus, the recycled content 'S' submittal requirements for any composite panels at SD-11 should be changed to 'S' submittal requirements for biobased content, unless the product being specified is structural fiberboard (which does fall under the recycled content requirement). In addition, incorporate all applicable 'S' submittals at SD-11 under SD-01 Preconstruction Submittals as well so the Government can verify legal and policy compliance of proposed materials prior to work commencing.
1.3.1 CERTIFIED SUSTAINABLY HARVESTED WOOD Ensure materials are FSC certified, whenever practicable based on availability and cost.  SFI or other credible certification can be used when FSC certified products are not available.
1.3.2 INDOOR AIR QUALITY CERTIFICATIONS Specify requirements and make selections to comply with ASHRAE Standard 189.1, section 8.4.2 or 8.5.2.  If interior sealants, paints, or coatings will be used under this section, ensure their compliance with this standard as well by including appropriate certification and submittal requirements, either here or in a related section.
2.1 PRODUCT SUSTAINABILITY CRITERIA Delete "For products in this section, where applicable and to extent allowed by
performance criteria, provide and document the following:" The language at 01 33 29/01 57 19.01 20 allows for exceptions based on performance criteria, as long as adequate justification per the applicable legal or policy requirement is provided on HJB Form 225.

2.1.1 RECYCLED CONTENT FOR ACOUSTICAL WALL PANEL MATERIALS See note above at 1.2 regarding biobased requirement vs recycled content requirement. If the materials being specified are structural fiberboard then the recycled content requirement applies. There may also be recycled content requirements as part of sought LEED credits, but those are not typically addressed at the RECYCLED CONTENT paragraph of 01 33 29 or 01 57 19.01 20. If there are additional LEED requirements, provide more information at that paragraph in 01 33 29 or 01 57 19.

If not incorporating 01 33 29 into the specifications, replace that reference with 01 57 19.01 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS and ensure the added sustainable acquisition language at paragraphs 1.3 and 1.15 of that section are incorporated in the final specifications.

2.1.2 CERTIFIED SUSTAINABLY HARVESTED WOOD See note above at 1.3.1.

[NOTE: In the column to the right, select 01 33 29 when it is incorporated into the specifications, otherwise select 01 57 19.01 20 and ensure it includes added sustainable acquisition language]

Revise as follows:
Provide products and documentation meeting the requirements at Section [01 33 29 SUSTAINABILITY REPORTING][01 57 19.01 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS] paragraph SUSTAINABLY CERTIFIED WOOD.
2.1.3 REDUCE VOLATILE ORGANIC COMPOUNDS (VOC) (LOW-EMITTING MATERIALS)
FOR PRODUCTS
See note above at 1.3.2.

[NOTE: In the column to the right, select 01 33 29 when it is incorporated into the specifications, otherwise select 01 57 19.01 20 and ensure it includes added sustainable acquisition language]

Revise content as follows:
Provide interior application products and documentation meeting the requirements at Section [01 33 29 SUSTAINABILITY REPORTING][01 57 19.01 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS] paragraph REDUCE VOLATILE ORGANIC COMPOUNDS (VOC) (LOW EMITTING MATERIALS).
2.1.4 BIOBASED CONTENT FOR COMPOSITE PANELS [NOTE: In the column to the right, select 01 33 29 when it is incorporated into the specifications, otherwise select 01 57 19.01 20 and ensure it includes added sustainable acquisition language]

If composite panels may be used, create this subparagraph and include the following:
Provide products and documentation meeting the requirements at Section [01 33 29 SUSTAINABILITY REPORTING][01 57 19.01 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS] paragraph BIO-BASED PRODUCTS. See https://sftool.gov/greenprocurement/green-products/3/building-finish./composite-panels/0?addon=False and https://www.biopreferred.gov/BioPreferred/ for more information.
