1.2 SUBMITTALS If 01 33 29 is not incorporated in the specifications, change reference to 01 33 29 in this section to instead say 01 57 19.01 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS and ensure the additional sustainable acquisition language is included within that section.  
1.2 SUBMITTALS  As applicable based on project scope, also include 'S' submittals at SD-11 under SD-01 Preconstruction Submittals so the Government can verify legal and policy compliance of proposed materials prior to work commencing.
 
Note that the only minimum recycled content percentage applicable to carpet applies to PET carpet pile only. Other types of pile should have the maximum percentage of recycled content feasible, but commercial nylon products do not often contain recycled content in the pile fibers. If not specifying a recycled content carpet, consideration must be given to biobased carpeting per Section 9002 of the Farm Security and Rural Investment Act. However, there are not many commercial products with biobased content on the market.  If specifying neither a compliant recycled or biobased content carpet, submit justification for exception on HJB Form 225 per the instructions on the form. If specifying a biobased carpet, add the following under SD-01 and SD-11:

1.3.1 INDOOR AIR QUALITY CERTIFICATIONS Specify requirements and make selections to comply with ASHRAE Standard 189.1, section 8.4.2 or 8.5.2. If interior sealants, paints, or coatings will be used under this section, ensure their compliance with this standard as well by including appropriate certification and submittal requirements, either here or in a related section.  
2.1 PRODUCT SUSTAINABILITY CRITERIA Delete "For products in this section, where applicable and to extent allowed by
performance criteria, provide and document the following:" The language at 01 33 29/01 57 19.01 20 allows for exceptions based on performance criteria, as long as adequate justification per the applicable legal or policy requirement is provided on HJB Form 225.

See note above at 1.2 regarding the alternate biobased content requirement. If specifying biobased carpeting, create this section and include the following. If not specifying recycled carpet or cushion, delete 2.1.1 and use this as 2.1.1 instead:

3.6 REMNANTS Change the paragraph to read: Collect information from manufacturer about take-back program options, and provide to Contracting Officer.  Manage waste as specified in the Waste Management Plan.  Provide remnants remaining from the installation, consisting of scrap pieces more than 2 feet in dimension with more than 6 square feet total to the Government.  Non-retained scraps shall be set aside and returned to manufacturer for recycling into new product.  Remove non-retained scraps from site and recycle appropriately
 
Design Requirements
  1. Standard carpet for use on Joint Base Lewis McChord in most administrative applications is multicolored, tweed pattern, level loop pile, 26 to 28 ounce per square yard, 4000 ounce per cubic yard pile density for textured loop, 5000 ounce for cut pile. Heavier carpeting may be allowable for certain applications with the approval of PW. Pad shall normally be integral type foam back, designed for direct glue-down application.  
  2. REFER TO PARAGRAPH 2.3 - CARPET PADS:  If the Architect/Engineer determines that no legally compliant recycled product options meet quality/performance specifications, are available at a reasonable price or are available within a reasonable time frame, the Architect/Engineer shall submit written justification and supporting documentation for not procuring designated items containing recovered material.  Written justification shall be submitted in accordance with section 01 33 29 SUSTAINABILITY REPORTING or 01 57 19.01 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS.
