1.5.2 Control of Lock Cores and Keying. |

Provide all hardware and construction (temporary) cores required to secure buildings, utility access and related work throughout the construction period. Provide construction cores with a bright color on their exposed face to ease of identification. During construction, the Contractor shall meet with representatives of the Contracting Officer, Public Works Lock Shop, and the user to develop a keying schedule. Submit Schedule to Contracting Officer for approval. Provide final keying and combinations as performed by a licensed, bonded locksmith approved by the Contracting Officer. Upon acceptance of the facility for occupancy, replace construction cores with final cores in the presence of the government inspector and a Public Works locksmith, test each lock for proper operation and deliver any permanent or control keys to the inspector. Prior to core change out, provide the government, by security shipment, with keys tagged with identifying labels in the quantities indicated. |
1.5.3 Keys |
Add this paragraph: |
Furnish four (4) keys for each lock core KD (keyed different), and four keys for each set KA (keyed alike) to the Public Works Lock Shop for control and issuing. In addition to the keys listed above, furnish four additional key blanks per core KA. Stamp each key with appropriate key control symbol and "U.S. Property - Do Not Duplicate". Key bows must be stamped with key code line ID (example: LA1223, MPA1223, etc.). All Fort Lewis codes are 1 to 4 letters and 1 to 4 numbers. Public Works Lock Shop will provide ID information and Master control number to be used in combinating core. Do not place room number on keys. |

2.3.1 Hinges |
Add the following sentence: |
Hinges used for work in the Fort Lewis Historic District shall match those used elsewhere in the facility as to size, shape and finish and shall use a "ball-type" hinge pin. |
2.3.4 Locks and Latches |
Add the following general statement: |
Locks and latches will be compatible with those in current use at the site. To the maximum extent possible, locksets, latch sets and deadlocks, and all components thereof, including cylinders and removable cores, shall be the products of a single manufacturer. Bored lock and latch sets are preferred. Use mortise type locks only for restoration work on existing historic type structures, as approved by PW. Lock fronts for double-acting doors shall be furnished with wrought boxes. |
2.3.4.1 Mortise Locks and Latches |
Add the following: |
For work in Fort Lewis Historic District specify mortise type locks which match those used elsewhere in the structure as to size, shape and finish. Use raised, beveled escutcheon plate as existing. Match knob type unless lever-type knobs are required for handicapped accessibility. The following brand mortise locksets are presently in use:

2.3.4.2 Bored Locks and Latches |
Add the following: |
Bored type locks and latches for doors 1-3/8 inches thick and over shall have adjustable bevel fronts or otherwise conform to the shape of the door. The following brand cylindrical locksets are presently in use:

Family Housing standard locking device is Falcon H101-DG-passage knob with I/C Best style locking deadbolt. Any other brand submitted must meet style and hole pattern of existing locks.
All locksets use BEST type I/C interchangeable core. Fort Lewis uses only K.S.P. I/C cores, 6 or 7 pin, BEST Brand Cores, 6 or 7 pin, or FALCON CB846 or CB847 cores. Use of any other cores would require purchase of additional equipment.

2.3.7 Cylinders and Cores |
In the third sentence of the second paragraph, delete reference to A4 system and F keyway and replace with:

The cores shall have seven pin tumblers and shall be factory set using the A-2 system (specifications available at http://www.lab-lockpins.com/pinsicore.htm). Keyway may be A, D, E, F, or G. |
2.3.7 Cylinders and Cores |
Add the following: |
To the maximum extent possible, Interchangeable Cores (I/C) shall be the product of one of the manufacturers listed below or an equivalent product:
a. KSP (Killen Security Products) 1-800-KSP-KEYS (Interchangeable with existing systems and equipment)
b. BEST Brand Cores
c. FALCON, Part No. CB-846 or 847 only
All cores built for use on Fort Lewis must fit within present code systems. Code information will be supplied to Contractor only via Fort Lewis Lock Shop Administrator.

2.3.10 Keys |
Add the following: |
All locks and locksets used on Joint Base Lewis-McChord shall be compatible with the JBLM keying system. All locks, locksets and lockable panic hardware shall be equipped with cylinders with interchangeable cores as listed above. Locks shall be keyed in sets or subsets as scheduled. Locks shall be furnished with BEST Brand BLUE construction core or BEST plastic core plugs to protect core splines.
Locks: 2 change keys per series
Operator keyed sets: 4 keys total per core
SubMaster keys: 5 issued to building key controller
Master keys: 2 issued to Lock Shop Administrator, Building 2043
NO MASTER KEYS WILL BE ISSUED EXCEPT TO JBLM PW LOCK SHOP ADMINISTRATOR, BUILDING #2043.

2.3.15.1 Mop and Kick Plates |
Select/add the following: |
Kick plates shall be Type J106 plastic, color as indicated, or J102, aluminum, brass or stainless steel as indicated. Width of plates shall be 2 inches less than door width for single doors and 1 inch less for pairs of doors. Height shall be 12 inches, except where the bottom rail is less than 12 inches the plate shall extend to within 1/2 inch of the panel mold or glass bead. Edges of metal plates shall be square.
Mop plates shall be Type J107 plastic in color as indicated,J103 aluminum, brass or, stainless steel as indicated. Width of plates shall be 2 inches less than door width for single doors and 1 inch less for pairs of doors. The height shall be 4 inches. Edges of metal plates shall be square.

2.3.18 Padlocks |
Add the following: |
To the maximum extent possible, padlocks shall be the product of one of the manufacturers listed below or an equivalent product:
AMERICAN Brand padlock for I/C cores, Models 3560, 3570.
BEST Brand padlock for I/C cores.
MASTER Brand Weather Tough 6421WOLJ padlock for I/C cores Best, KSP, Falcon CB-xxx.

2.3.23 Special Tools |
Add the following: |
Special tools, such as those supplied by the manufacturer for installation and/or service will be supplied to the Joint Base Lewis-McChord Lock Shop for field service, minimum five sets along with all sets of installation instructions and other literature provided with the locks. |
2.3.24 Programmable Pushbutton Locksets |
Add this paragraph: |
Hardware shall be programmable pushbutton locksets for exterior doors and KABA "E-plex 5000" or its equivalent for all locking interior doors, except standard bored locksets shall be provided on mechanical, electrical and telephone rooms. Programmable locks shall be provided with key override and interchangeable cores.
2.3.24.2 Mechanical, Electrical, and Communication Room Doors.
2.3.24.3 High Security Doors: Doors for vaults, secure document storage rooms, SIPRnet communications rooms, and similar spaces requiring a high level of physical security shall be provided with locks complying with the requirements contained in the security standards referenced for spaces designated under Functional Area Requirements paragraphs. These may include combination locks and other special hardware.

2.3.24.1 Programmable Keyless Access Systems for UEPH Facilities |
Add this sub-paragraph: |
Provide programmable pushbutton keyless access systems in UEPH facilities, at the following door locations: main and side entrances, living module entry, individual bedrooms and central laundry rooms. Programmable locks shall be provided with key override and interchangeable cores. |
2.3.24.2 Mechanical, Electrical, and Communication Room Doors |
Add this sub-paragraph: |
