1.2   SUBMITTALS Change the title for the VOC submittal at SD-11 to the following (as applicable to project scope) and also include it under "SD-01 Preconstruction Submittals".  Ensure VOC submittals for interior paints and coatings, as required at 01 33 29/01 57 19.01 20, are incorporated at 09 90 00. Ensure the same for interior joint sealants at 07 92 00: [Engineered Wood,] [Interior Adhesives,] [and] [Interior Vinyl Cladding] (VOC Content); S

Create this section and add the following:
 Provide products and documentation in accordance with Section [01 33 29 SUSTAINABILITY REPORTING][01 57 19.01 20 TEMPORARY ENVIRONMENTAL CONTROLS] paragraph SUSTAINABLY CERTIFIED WOOD.
2.2.1 VIRGIN LUMBER Add the following to the paragraph: Virgin lumber products shall not contain wood from endangered wood species unless the trade of such wood conforms to the requirements of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). 
2.2.2 ENGINEERED WOOD PRODUCTS Ensure compliance with 2.1.1.  Include the following selections here: Products cannot contain added urea-formaldehyde.
 
Products must not be used if formaldehyde concentration is greater than 9 ug/m3.
2.4.1 ADHESIVES Ensure compliance with 2.1.1.  If 01 33 29 is not incorporated, change the referenced section to 01 57 19.01 20 and ensure it includes the additional sustainable acquisition language. Address VOC submittals for interior joint sealants at 07 92 00.  
2.5 FINISHES Ensure compliance with 2.1.1.   
2.5.1 PAINT Ensure VOC and recycled/biobased content submittals, as required at 01 33 29/01 57 19.01 20, are incorporated at 09 90 00.  
2.5.2 Vinyl (PVC) Cladding [NOTE: PVC is not a sustainable material and is included on various construction material red lists.  In accordance with FAR 23.7, more environmentally preferable options should be selected whenever practicable. In addition, ensure preservative treatments are as low/non-toxic as practicable.  Such treatments should not contain carcinogens.  
 
Design Requirements
a.  Where new or replacement windows are required at buildings in the Joint Base Lewis-McChord Historic District, AE's shall refer to "Maintenance and Repair Manual For Historic Structures at Fort Lewis, Washington", Section 7.0. Wood windows replaced or added in structures within the Fort Lewis Historic District must also conform as closely as possible to existing (see attached sketches for examples). The use of vinyl or aluminum clad window types for replacement in historic buildings is not recommended. Any consideration of replacement types other than "in-kind" wood must first be coordinated with the State Historic Preservation Officer through Environmental and Natural Resources Division, Public Works, Joint Base Lewis-McChord.
 
b.  Any repairs to existing wood windows to remain must be made carefully. A historic color analysis may be directed by PW before any paint removal. The A-E is also reminded of the likelihood of lead in old paint coatings. The specification should identify this probability and refer the contractor to the appropriate specification section for abatement. Acceptable removal methods include water soluble chemical strippers, hot air gun or heat plate. Use no open flame or sharp chisels/scrapers. Old glass is particularly susceptible to breakage when heated. See UFGS 08 52 70 for wood restoration techniques before repainting. Any broken glazing lites in historic windows should be replaced using existing similar pieces of glass from salvaged windows, if possible. If such assets are not available, use similar glass, with waviness or imperfections matching adjacent glazing as closely as possible. The A-E is reminded of the likelihood of asbestos in old window putty. The specification should identify this probability and refer the contractor to the appropriate specification section for abatement. Do not install felt weatherstripping, it retains moisture near the wood. Avoid vinyl, foam and surface mounted type weatherstripping.
